The Director of the Elite Penguin Force, formerly The Director of the Penguin Secret Agency and commonly known as just The Director, is a mysterious penguin who leads or once led the EPF and PSA agencies. The Director does not take a major role around the game but mainly takes a background role. The Director of the P.S.A. sometimes writes you letters after you complete Secret Missions.

- Two less censored photos have been watched on Mission 10 and in System Defender.
- He/she seems to be wearing the Spy Goggles in Mission 10, and the Agent Uniform, Sunglasses, and Tie in System Defender.
- The Director's signature is the Tic-Tac-Toe Code symbol after Z.
- In 2007 he/she was called in the The F.I.S.H. "The Head of the PSA".
- The Director's signature translates to "AA" in Greek, so many speculate that the Director is none other than Aunt Arctic.
