CeCe was a Club Penguin mascot. She was related to the Disney Channel TV Show, Shake It Up and she made her only appearance during the Make Your Mark: Ultimate Jam. Mashable confirmed that Bella Thorne controlled CeCe during the party, as Zendaya did with Rocky.
History
She was first found in some game files in June 2012. On June 28, 2012, it was confirmed on the official blog that CeCe is a mascot for the Make Your Mark: Ultimate Jam party, along with Rocky.[1]
As of May 2013, CeCe is no longer a Club Penguin mascot. This is possibly due to the cancellation of Shake It Up.
