- Aunt Arctic (famous editor and reporter for the newspaper)
- Rookie (the public relations officer for the PSA.)
- Rory (a construction worker)
Puffles
- Yarr (Rockhopper's red puffle)
- Keeper of the Boiler Room (green puffle in the Night Club)
Villains
Herbert P. Bear, the primary villain in the game. Klutzy, Herbert's crab apprentice and partner. Sanity Penguin, a real-world hacker, he invented CP Trainer and cause chaos in the game.
