Hi there! Thanks for your information about the puffles, it's quite interesting! However, the admins don't like us to make pages for things unless we have proof of it from Club Penguin (not blogs about it). Also, yes, anybody is allowed to edit the Ideas section of the wiki even if they don't have a user account. If you need help with anything else feel free to let me know on my talk page :)
P.S.- If you'd like, you can always register an account. It's easy to do, and won't take any important personal information from you :) However, it is your decision and if you'd like to continue editing as an anonymous IP, then that's quite alright.
