The EPF Puffle is a hand item used in Club Penguin. After the opening of the EPF online, you can use the puffle whistle to call on puffles in the game. However, you need the code from the Herbert's Revenge DS game and membership to activate it. It can be used online in Club Penguin to call Flare via the EPF Spy Phone. It is also a Bait Item.
