revoking of rights - how does it stop vandalism?

"...you may be revoked of your rights. This heavily depends on the amount of vandalism that occurs on the wiki though."
Are there a limited amount of people allowed to be in a certain role or position?
It is not very clear to me, If you could explain it would be kind
