The Elite Penguin Force Agency is the Replacement of the Penguin Secret Agency after Mission 11, The Veggie Villain. The Spy Headquarters get destroyed by Herbert P. Bear, so Gary the Gadget Guy sends all data to the EPF and closes the PSA.
