The Blue Cape is a neck item in Club Penguin. It has been available at every Shadow Guy and Gamma Gal play at the Stage. It is part of The Costume for Shadow Guy. When wearing the full costume, which includes this item, you can do an action while waving. This item can also be found in the Series 1, 2, 7, 8, 9, and 12 Treasure Books.
