Puffle Hats are possibly a future feature on Club Penguin. Most of these hats are obtainable by penguins, and some others not. This came out first at the Beta Team. Not much is known about them, and there is no certainty they will come in the future. It has been confirmed by Beckett Magazine that they will be coming in October. [1]
