History
This stamp was released on July 26, 2010 along with 106 other stamps. It changed its appearance and name on June 16, 2011 due to the recent update of the Penguin Band. Up to this day, it still isn't obtainable, as G Billy hasn't been meetable in person since the Music Jam 2010.
