This page explains how to modify user rights as a Bureaucrat.
Changing User Rights
To modify User Rights, visit Special:UserRights and type in the username of the user you want to modify rights for. Bureaucrats may grant and revoke all of the standard user rights such as Administrator and Rollback freely. They should be careful in promoting other Bureaucrats, as once a Bureaucrat is promoted they can only be demoted by Staff.
When to modify User Rights
Bureaucrats should use their abilities in accordance with wiki policies and procedure. Bureaucrat is not a license. Administrators should only be promoted or demoted after a vote or to prevent damage to the wiki.
