The Tour Guide Hat is available in the Ski Village and you can give the Welcome Postcard to penguins in Club Penguin. Once you are 45 days old, you can take a test to become a Tour Guide. Once you pass the test, you will receive the Tour Guide Hat.
How to Give Tours
Note: this is merely a restatement of the guide in the Tour booth at the Ski Village. While wearing the hat, click the Ultimate Safe Chat button on the Toolbar. Select "Activities," then "Give a Tour." You will then describe the room with a preset message. Please note that this only works if you are wearing a tour guide hat. Optional: Wear nothing but the hat and wave to advertise your services with a "TOURS HERE" sign.
