The Blue Hawaiian Background is a summer-themed background, often used or released during the summertime. It is available to all players of Club Penguin, and costs 60 coins in the Penguin Style. A similar item would be the Pink Hawaiian Background, which is exactly the same as this one, except that it is pink instead of blue.
