Non-members are penguins that do not pay a subscribed membership. They conform approximately 2/3s of the population of Club Penguin.

If you buy a Club Penguin toy, book, or trading card game, then you receive a code that can unlock some items previously only avaliable to members.

Some non-members prefer to use CP Trainer or WPE Pro to obtain a membership, instead of paying money. However, if you get caught doing this, your penguin will be banned.

When members become non-members, all of their member items (excluding puffles) are taken out of their account until they renew their membership.
