The Kite 1000 is a tracking device that first appeared in Secret Mission #9. It was used to locate the old Spy Phone (which was stolen by Herbert) via a tracking device tied to it. It was placed above the Ski Mountain, along with the other two tracking devices. Amazingly, you have to destroy the blueprints to make the contraption.
