Flare is one of the Elite Puffles from the game Club Penguin: Elite Penguin Force.He blows a blue fire from his mouth wich is mostly used for forging metal objects in the Elite Missions.He also appeared in the exclusive book Puffle Pal Adventures: Music Makes Magic.
Trivia
It was revealed in Club Penguin: Elite Penguin Force that Flare is friends with the penguin at the Coffee Shop.The penguin claimed Flare was the only puffle who could heat up coffee.
