You go back to the lighthouse and climb all the way to the beacon.

When you get there, you see that there is a bunch of tools scattered around.

Then you see a crab just walking in circles. you know that it is Klutzy.

Your spy phone rings--the call is from G. he wants you to bring him Klutzy.

You go back outside to the beach and get a net and trap klutzy.

Now you go to the HQ and give the crab to G. Now go find Herbert he says.
