11.1.1 Should we move the links to other wikis up from the sidebar?
Proposal: To prioritize links to the same article on the Portuguese wiki by moving its place up higher on the sidebar.

Easy for readers who want to read the article in their native language	They would probably have landed on the PT wiki in the first place if they were looking for the article in that language.
Vote outcome: Motion turned down with a vote of 2-0 against (5 abstain).

11.1.2 Should we incorporate links in the Names in other languages section?
Proposal: To incorporate links into the Names in Other Languages section
Arguments For	Arguments Against
Better solution than 11.1.1	Inconsistent - we don't have a French/Spanish/German/Russian Club Penguin Wiki.
Vote outcome: Motion turned down by a vote of 3-2 against (2 abstain).
Changes: None.

11.2 Should we implement a network navigation bar at the top?
Proposal: Adding a bar to the top of all wikis that links all wikis on the CPWN.
Arguments For	Arguments Against
Easy access to wikis. Better advertising of wikis.	May break with every MediaWiki update. May disrupt viewer experience.
Vote outcome: Motion VETOED by Bureaucrat. Otherwise would have passed by a vote of 5-2 for (1 abstain).
Changes: None.

11.3.1 Should we use Foreground for permanent skin?
Proposal: Implement a new permanent skin.
Arguments For	Arguments Against
None	"Ugly" It would make the network less user-attractive.
Vote outcome: Motion turned down by a vote of 7-1 against (1 abstain).
Changes: None.

11.3.2 Should we use it for a mobile skin?
Proposal: Implement Foreground as the mobile skin.
Arguments For	Arguments Against
Friendlier than what we have - no mobile skin.	MediaWiki has a mobile extension. May not be edit friendly
Vote outcome: Motion turned down by a vote of 3-2 against (5 abstain).

11.4 Should we move inactive wikis back to the Network?
Proposal: Move the inactive wikis that we moved to TropicalWikis back to the Network.
Arguments For	Arguments Against
Some sites may be worthy of redevelopment. TropicalWikis is merging with Orain soon.	Pointless - eats up our valuable, limited resources. Sites are bound to fail again. UNCP will cause a flame war with Fanon.
Vote outcome: Motion turned down by a vote of 6-4 against (2 abstain).

11.5 Create a music sub-wiki
Proposal: Create a new namespace like Ideas for specifically Club Penguin music.
Arguments For	Arguments Against
It would be a smaller scale of the former SoundWave project. We have the resources to make this a viable project.	Articles are small. Song names are hard to get.
Vote outcome: Motion passed by a vote of 8-1 for (1 abstain).
Changes: A new namespace called Music: or similar will be created, and pages under there will include information on the availability and appearances of the song. Soundclips may or may not be on the page.

11.6 Signature Policy Revision
Proposal: The proposal would limit the number of templates each user may have to one and impose a 60 character limit.

There is no need for ridiculously long signatures. 60 characters is enough for your username and a short phrase.	None
Vote outcome: Motion passed unanimously by a decision of 10 votes.
Changes: The two limitations mentioned above will be introduced.

11.7 Create a Chinese Shops Wiki
Proposal: Open up a Chinese Shops Wiki
Arguments For	Arguments Against
None	There is no Chinese CP - a Shops wiki would not be viable. It would eat up even more space for the network.
Vote outcome: Topic dismissed.
Changes: None.

11.8 Create Portuguese Fanon and Shops Wikis.
Proposal: Open up Fanon and Shops Wikis for Fanon
Arguments For	Arguments Against
Fanon was voted for in the last meeting (not really a part of this discussion)	Shops would eat up more resources.
Vote outcome: Topic dismissed.
Changes: None.

11.9 Change the Council to an admin-only meeting, monthly.
Proposal: This would change the council so that only admins will discuss on the issues monthly before presenting it to an on-site vote for users.

11.10 Official Events Guidelines - Policy
Proposal: A set of guidelines will be imposed on users wishing to host an official event: from request stage to the end of the event.

11.11 CPWN Logos
Proposal: Discussion on the state of the copyright for CPWN wikis' logos.

11.12 CPW User Majority
Proposal: There must be a majority of primary CPW editors in council meetings for a meeting to proceed.
Arguments For	Arguments Against
Prevents unfair "rigging" of votes.	Users meet the voting guidelines - they should be able to attend meetings regardless of how often they edit the wiki.
Vote outcome: The council issue will be further discussed through an on-site vote.
Changes: None.

11.13 Network Reps
Proposal: Give each wiki on the network a representative to attend Staff discussions and vote on decisions.
Arguments For	Arguments Against
None	Reps may not be mentally capable of making the right decisions for the Network.
