CeCe is a Club Penguin mascot. She is related to the Disney Channel TV Show, Shake It Up and she made her first appearance during the Make Your Mark: Ultimate Jam. Mashable confirmed that Bella Thorne controlled CeCe during the party, as Zendaya did with Rocky.

She was first found in some game files in June 2012. On June 28, 2012, it was confirmed on the official blog that CeCe is a mascot for the Make Your Mark: Ultimate Jam party, along with Rocky.[1]
As of May 2013, CeCe is no longer a Club Penguin mascot.
